Excell Wireless VA is an authorized wireless retailer and dealer operating in Virginia, United States. We offer wireless devices, accessories, and service plan activations through partnerships with major wireless carriers and MVNOs (Mobile Virtual Network Operators).

We are an independent retailer and are not the wireless carrier itself. Service-related issues beyond our control (network coverage, outages, billing disputes with the carrier) must be addressed directly with the respective carrier.

Excell Wireless VA offers the following products and services:

• Sale of new, certified refurbished, and pre-owned wireless devices and smartphones.
• Wireless service plan activations and upgrades through partner carriers.
• Prepaid and postpaid phone plan enrollment.
• Phone accessories including cases, chargers, screen protectors, and cables.
• Device trade-in and upgrade programs.
• SIM card sales and activations.
• Technical assistance and customer support related to our products.

To purchase products or use our services, you must:

• Be at least 18 years of age, or have verifiable parental or legal guardian consent.
• Provide accurate, complete, and current information when creating an account or placing an order.
• Have the legal capacity to enter into a binding contract.
• Reside within or have a service address in a region we currently service.

We reserve the right to refuse service, cancel orders, or terminate accounts at our sole discretion, including for violation of these Terms.

All prices are listed in U.S. dollars and are subject to change without prior notice. By placing an order, you agree to the following:

• You authorize us to charge your selected payment method for the total order amount, including all applicable taxes, fees, and shipping costs.
• Payment must be received and confirmed before orders are processed or services are activated.
• We use PCI-compliant payment processors. We do not store full payment card numbers on our servers.
• In the event of a pricing error due to a typo or system error, we reserve the right to cancel the affected order and notify you.
• Promotional pricing and discounts are limited-time offers and subject to availability.

We want you to be satisfied with your purchase. Our return and refund policy is as follows:

• Unopened Devices & Accessories: May be returned within 15 days of purchase with original receipt and packaging for a full refund.
• Opened Devices: Eligible for exchange or store credit only within 7 days, subject to inspection for damage or tampering.
• Activated SIM Cards & Service Plans: Non-refundable once activated. Carrier fees and airtime credits are final.
• Defective Products: Items with manufacturer defects may be eligible for exchange or warranty service. Contact us within 7 days of discovering a defect.
• Non-Returnable Items: Products damaged by misuse, accidents, unauthorized modification, or items without original packaging are not eligible for return.

When you activate a wireless service plan through Excell Wireless VA:

• You agree to the terms, conditions, and acceptable use policies of the underlying wireless carrier.
• Coverage, data speeds, and service availability depend on the carrier’s network and your geographic location. We make no guarantees regarding network performance.
• We act as an authorized dealer and reseller, not as the wireless carrier. We are not liable for carrier-side issues including network outages, billing disputes, or plan changes made by the carrier.
• Number portability and port-in requests are subject to carrier approval and processing timelines, which are outside our control.
• Unlocking policies for devices are subject to carrier rules and federal regulations.

Our website may display advertisements served by Google Ads and other third-party advertising networks. By using our website, you acknowledge the following:

• Third-party advertisers may use cookies and tracking technologies to serve personalized advertisements based on your browsing history and interests.
• We do not control the content of third-party advertisements displayed on our site.
• Advertised promotional offers from Excell Wireless VA are subject to stock availability, eligibility requirements, and expiration dates as stated in the offer.
• We are not responsible for the accuracy of third-party product or service claims in external advertisements.

In any event, our total cumulative liability to you for any claim arising out of or related to these Terms or our services shall not exceed the greater of: (a) the total amount you paid us in the three (3) months preceding the claim, or (b) one hundred U.S. dollars ($100.00).

You agree to indemnify, defend, and hold harmless Excell Wireless VA and its owners, officers, employees, agents, and partners from and against any and all claims, liabilities, damages, losses, costs, and expenses (including reasonable attorneys’ fees) arising out of or related to:
